To ban the importation, sale, purchase, barter, or possession with intent to sell of ivory, shark fins, and any part of a panther, elephant, rhinoceros, tiger, leopard, cheetah, jaguar, pangolin, sea turtle, ray, mammoth, narwhal, walrus, or hippopotamus, subject to misdemeanor penalties and fines $6,500 or four times the value of the products.
