To allow an individual seeking to obtain a state identification card to submit an affidavit in lieu of a birth certificate or other nonphotographic ID document, if the individual is unable to obtain those documents for specified reasons. A state ID obtained in this manner would be valid for voting purposes only. See House Bills 6066 and 6067 for context.
