Expand electricity “net metering” mandate

To expand a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts of electricity. The bill eliminates an overall cap on the amount of electricity that utilities can be forced to purchase at rates determined by the state Public Service Commission (see House Bill 5863).
