To create a new crime of “aggravated production, financing, and distribution of child sexually abusive material” punishable by up to 25 years in prison. This would be defined as producing or distributing sexually abusive material that depicts a child who is less than 12 years of age or a child engaged in sadomasochistic abuse or bestiality.
