Criminalize state legislator conflict of interest votes

Criminalize legislator conflict of interest voting to prohibit a legislator from voting on a bill in which the legislator has a direct financial interest, or knows or reasonably should know that a related person has a direct financial interest, subject to four years in prison and a $5,000 fine. See also House Bill 4968, which applies to local official conflict of interest votes, including ones related to wind turbine leases.
