Restrict rationing scarce goods by price in emergencies

To prohibit merchants from raising prices of specified goods during an emergency. This would apply to food, medicine, fuel and more. The bill does not specify how else scarce goods might be rationed in a situation where further supplies have been cut off for an indeterminate period.
