Revise "apprentice" hunting license detail

To remove a limitation from a law that authorizes an "apprentice" hunting license for young people under age 14. An "apprentice" must be accompanied in the field by an adult with a regular hunting license, and is limited to hunting on private land only for deer, bear, or elk. The bill would expand this to public land.
