Revise teacher assessment rules

To prohibit schools and school staff who conduct teacher evaluations from imposing a limit on the number of teachers rated as ”highly effective.” Michigan’s teacher evaluation system issues four ratings: highly effective, effective, minimally effective and ineffective. The ratings are used in layoff and other management decisions.
