Revise mental health agency duties

To expand a provision of the state mental health code giving mental health agencies the duty to direct services to individuals under a general definition of mental illness, by adding a list a specific conditions and a state-approved test for severity. Also, to give equal priority to providing services to children in foster care who need “any” level of mental health treatment.
