Revise state grants to libraries formula

To revise a law gives local libraries annual state grants of 50 cents for each resident, so that it instead gives each library “50 cents per capita for its population of in-state residents served.” This is related to Senate Bill 278, now Public Act 173 of 2017, which entered Michigan into an Interstate Library Compact, potentially permitting or requiring libraries to count out-of-state residents for purposes of calculating these grants.
