Revise factors for teaching certificate

To eliminate a requirement that a new teacher must complete four years on the job to successfully exit what is considered an initial “probationary” period. This requirement is in addition to being rated as “effective” for three years in a row, which would still be required. This is part of a Democratic teacher incentives package comprised of House Bills 5465 to 5484.
