Authorize private “special police agencies”

To authorize private entities called “special police agencies” that could contract with a company or local government to provide law enforcement services for a specified time and place. The bill would establish a licensure regime for these operations, which would have the power to make arrests and have governmental immunity for their actions similar to regular police agencies.
