Authorize exceptions to restrictions on local fireworks regulations

To create exceptions to the law restricting local governments from regulating consumer fireworks use on or near national holidays. Specifically, the bill would let local governments regulate fireworks noise levels, and let higher population communities, and ones in counties of more than 750,000, regulate or ban fireworks sellers who operate from seasonal tents.
