Revise state contracting decision standard

To require all state road repair and construction contracts above $100,000 to be bid and awarded using a scorecard system that “tallies contract bids based on technical and critical performance requirements, cost evaluation and labor evaluation. Also, to not grant a contract for goods and services to the lowest bidder if a Michigan-based company submits a bid that is up to 2 percent higher.
