Require health department inspection of privatized prison kitchens

To remove a prison exemption in the law that requires food service establishments to be inspected by local health departments, meaning local inspectors would have to a prison’s kitchen if it is managed and staffed by a private contractor. Prison kitchens operated by government employees would continue to be exempt from health department inspections.
