Establish counseling procedures for birth mother giving up parental rights

To require hospitals or other maternity care units to give mothers who plan to give up their baby for adoption a list of counselors assembled by the local probate court. Also, to impose a $75 fee on prospective parents who petition for an adoption, and use the money to pay for counseling of birth parents.
