Make “educational stability” a goal in foster care placements

To require officials and agencies involved in foster care placements to pursue “educational stability” for these children defined as maintaining enrollment in the child’s school at the time of placement to the extent possible, of if not possible then ensuring that a child experiences a minimal lapse in enrollment while transitioning to a different placement or living arrangement”.
