Authorize drivers license checkoff for rape evidence

Analysis backlog to authorize a drivers license renewal fee check off for individuals who want to pay extra and have the money go into a separate state account to pay for catching up on a backlog of rape evidence kit analyses, primarily caused by the failure of the Detroit police department to perform this duty, as revealed by the discovery of more than 11,000 unprocessed samples in 2009. The bill does not limit the amount an individual could contribute in this way.
