To change a law that allows the state and local governments to designate certain roads or regions as open for Off Road Vehicle operation on the shoulder of roads and highways. The bill would the presumption to a regime in which almost all roads are considered open to ORV shoulder-riding unless it is specifically banned, subject to regulations and limitations specified in the bill.
