Permit combat history as mitigation factor in crimes

To establish that when sentencing a U.S. combat veteran convicted of a crime a court may consider as a mitigating circumstance that the defendant suffers from post-traumatic stress disorder, substance abuse, or psychiatric or psychological problems resulting from service in a combat theater of operations.
