Revise juvenile justice detail

To revise the factors a court must consider in sentencing a juvenile accused of a serious crime. Current law requires certain juveniles convicted of arson of a dwelling to be sentenced as an adult, and the bill would narrow this to “first degree” arson (meaning arson of a multi-family residence, or where someone gets injured). See also House Bill 4675; both bills are among those in a broader "raise the age" juvenile justice reform effort that would no longer automatically treat minors who commit certain crimes as adults.
