Revise juvenile justice age considerations

To raise from age 17 to age 18 the factors considered in determining court jurisdiction over a minor accused of certain crimes. This is one of several bills in a broader "raise the age" juvenile justice reform effort that would no longer automatically treat minors who commit certain crimes as adults.
