Let local clerks delegate some election functions to county or state

To allow the state bureau of elections or a county clerk to handle the qualified voter file list maintenance for a local government, and allow local governments to contract with the county clerk or another local government to perform specified election administration functions including maintaining voter lists and processing absentee ballots.
