Increase tax imposed to pay for 9-1-1 phone services

To increase phone service levies and cell phone taxes imposed to pay for local 9-1-1 emergency phone service, and revise procedures and revenue allocations related to this tax. Among other changes the 911 tax on cell phone contracts would rise from 1.92 percent to 4.19 percent.
