Authorize exceptions to restrictions on local fireworks regulations

To create exceptions to the law restricting local governments from regulating consumer fireworks use on or near national holidays. Specifically, the bill would let local governments regulate fireworks noise levels, and let medium to large cities and counties (75,000 to 750,000 population) regulate fireworks sellers who operate from seasonal tents.
