Revise county drain board detail

To apply certain county drain board membership requirements that currently apply only to Wayne County to other counties that have an elected county executive position (including Oakland and Macomb). This includes adding to the drain board a person appointed by the county executive with the advice and consent of a majority of the members of the county board of commissioners.
