Create state-run retirement plan for private sector employees

To create a state-run retirement plan for individuals whose employer does not offer a 401(k) or similar type of tax-deferred savings plan. House Bill 5777 would authorize a refundable state income tax credit for low- and middle-income workers who make deposits to the investment accounts created by the plan, which would be owned by each individual enrollee.
