Let large school district impose new property tax for operations

To allow the five largest school districts in the state (Detroit, Utica, Plymouth-Canton, Dearborn and Grand Rapids) to increase property taxes up to three mills to increase the amount they collect for regular school operations. Under the voter-approved 1994 Proposal A school finance overhaul, districts are not allowed to levy new millages to use for regular operations (versus land and building debt).
