Make it easier to fire civil servants

To establish in statute the civil service commission procedures required for appeals by a state employee who has been fired, as authorized by House Joint Resolution MM. If approved by two third of the legislature and a vote of the people, that proposed constitutional amendment would give state government department heads the authority to fire an employee “for conduct that directly and negatively impacts the department's ability to accomplish its statutory duties.” Employees would retain the ability to appeal to the civil service commission, which would retain its authority to reverse the action if it is deemed arbitrary or capricious.
