To place on the Nov. 8, 2016 ballot a proposal to borrow $515 million to pay off the debt incurred by the Detroit school district by borrowing to cover spending that exceeded the district’s revenue over several years. House Bill 5644 would require the district to pay the interest on this debt but not the principal.
