Authorize fine for nuisance noise making

To authorize a $100 state civil fine for inflicting a range of nuisance noises on neighbors and the public, including gratuitous or excessive use of car horns, blasting car stereos and boom boxes, keeping barking dogs or other animals that cause “frequent or long continued noise (that) disturb the peace or comfort of any individual of reasonable sensitivity,” running motors without a muffler, operating heavy equipment in the middle of the night and more.
