Increase historical building DDA restrictions

To require a downtown development authority that wants to make exterior changes to a property it owns, or a property owner who is getting DDA subsidies, in cases where the property is on the state or national register of historic sites, to get any changes approved by the state historic preservation office proposed by Senate Bill 660.
