Revise gas station liquor license provision

To revise details of the different liquor licenses required by sellers of beer and wine to go. This is linked to Senate Bill 345, which deals with "big box" stores selling beer and wine from their gas station buildings. This bill would clarify that a retail store with no other type of liquor license may apply for a beer and wine to go license.
