Allow registered-by-mail to vote absentee in first election

To allow a person to vote by absentee ballot in the first election after registering to vote by mail. Current law requires that such voters show up in person the first time that they vote in a new jurisdiction, but they may vote by absentee ballot in all subsequent elections.
