Restrict court costs on low income defendants

To require courts to consider a criminal defendant’s ability to pay when assessing fines and court costs, in cases where the individual pleaded guilty or no contest. See also House Bill 5785, which increases the costs courts may impose on a defendant, and was signed into law a week before this bill was introduced.
