Restrict court costs on low income defendants

To prohibit jailing a defendant for failing to pay court costs unless the failure is willful and the defendant can afford the charges. See also House Bill 5785, which increases the costs courts may impose on a defendant, and was signed into law a week before this bill was introduced.
