Let parents provide required driver's education

To allow a parent or guardian to provide their child the driver training required by state law, if it meets the same educational requirements the law requires for regular driver education classes. The Secretary of State would be required to promulgate rules and approve instruction programs that are “readily available” for use by parents and guardians.
