Prohibit local police departments from investigating crimes committed by their officers

To create a new law prescribing procedures for investigating crimes committed by a law enforcement officer. A local agency would be required to refer allegations of a crime committed by one of their own to the State Police for investigation, and the State Police would be required to forward their findings of the investigation to the local agency and to the state Commission on Law Enforcement Standards. Local agencies would not have to refer investigations of an officer employed by another agency, including the State Police.
