Restrict “lame duck” legislative sessions

To place before voters in the next general election a constitutional amendment to prohibit “lame duck” legislative sessions after the November election in even years unless two-thirds of the House and Senate vote to have one, and require any bill passed then to get a two-thirds majority. The proposal comes after a lame duck session in which simple majorities enacted a right-to-work law.
