Revise a Wayne County powers population threshold

To revise the population threshold in a law that gives the Wayne County clerk the authority to designate an employee to perform marriages. Under current law, only the clerk of “a county having more than 2 million inhabitants” has this authority, and the bill would reduce this to 1.5 million.
