Revise productive forestland tax exemption withdrawal detail

To revise the formula used to calculate the property tax “recapture rate” assessed when productive forestland is withdrawn from <a href="http://www.michiganvotes.org/2005-SB-912">a program</a> granting property tax exemptions. The change would have the effect of lowering the amount of this recapture payment. See also Senate Bills 1058 and 1059.
