Provide for liquidation of MCCA

To establish that if the private entity established to provide reinsurance to cover the liability of individual auto insurance companies to pay unlimited medical claims above around $500,000 per incident is ever ended, then the assets left in it its accounts after the last covered person has died should be distributed to people with drivers licenses at that time. The entity is called the establish that if the Michigan Catastrophic Claims Association (MCCA).
