Ban government entities and schools from hiring lobbyists

To prohibit government entities from using taxpayer or other public funds to employ a lobbyist or pay membership dues to an organization that pays a lobbyist. The ban would apply to state agencies and local governments; public schools, colleges and universities; and government boards, commissions, councils, authorities, etc.
