Exempt “waste diversion” facilities from certain regulations

To exempt “waste diversion” facilities as defined in the bill from certain very restrictive hazardous waste regulations and procedures. This would include operations that separate and process medical waste, electronics, batteries, light bulbs, pesticides, thermostats and other devices that contain mercury and more so they can be transported to other plants for ultimate disposal or recycling.
