Shift harbor money to ORV trail spending

To shift 10 percent of the money that currently goes to a state “Recreation Improvement Fund” (funded by an earmark of 2 percent of gas tax revenue) from recreational boating and harbor projects and into a new fund to support projects benefitting off-road vehicles. The bill would also allow peace officers to enforce ORV laws, and explicitly allow ORV use on abandoned roads, logging roads, and railroad right of ways.
