To prohibit any state “insurance exchange” created under the federal “Patient Protection and Affordable Care Act” law from mandating that insurance companies must sell all its health insurance policies through the “exchange.” Note: The primary role of the exchange would be to administer and determine eligibility for the insurance subsidy entitlement the PPACA creates.
