Among new spending authorized by the bill is $15 million for the crop loss subsidies proposed by House Bill 5717, $2 million for government jobs programs in Detroit and some other cities, $9 million for specific environmental cleanup projects, and more. The bill also allocates $97 million from a national mortgage foreclosure legal settlement to various spending. Not included was authority requested by the Snyder administration to spend $9.85 from a federal grant to create a state “Obamacare exchange” to administer “Patient Protection and Affordable Care Act” subsidies.
