Require "community benefits" agreement on DRIC

To require the developer selected to build and own a Detroit River International Crossing bridge (DRIC, a.k.a. “New International Trade Crossing” or NITC), to enter into a "community benefits" agreements with local governments and/or "community representatives" (presumably from labor, environmental, and faith-based organizations, although the term is not defined). The bill suggests that such “benefits” might include increased state spending for additional welfare-like benefits in the area such as subsidized housing, subsidies to local businesses, new parks, etc.
