Appropriate money for low income heating bill subsidies

To provide a “template” or “place holder” for the Fiscal Year 2011-2012 and 2012-2013 “Omnibus” budgets funding all state departments, the legislature and judiciary. This bill contains no appropriations, but may be amended at a later date to include them. Note: House Bill 4526 is the one that finally became the "omnibus" budget, and this one was later used as a "vehicle" bill for a low income heating subsidy appropriation.
