Impose new gas and oil pipeline regulations

To require the owner of an oil pipeline to submit an emergency response plan to the Department of Natural Resources and Environment, and give the department the power to determine the frequency of emergency response drills that the bill would require pipeline owners to undertake. The bill is part of a package comprised of Senate Bills 1540 to 1550.
